New Homestead Exemption Application Requirements

The Texas Legislature has made significant changes to the requirements for homestead exemptions. These changes affect all types of homestead exemptions, not just the general residential homestead exemptions. Any new applications as of September 1, 2011 must comply with all requirements, which are outlined here.

Site Overview

What has changed?

The site has a new look and things have been moved around, but everything that was available on our old site -- and more -- is available on our new site.

The most radical changes to the site are visible from our front page, and within the Property Search and Interactive Maps sections of the site.

Changes to the front page

  • The front page will see an increase in update frequency.
  • Upcoming scheduled holiday and emergency weather closings will be prominently displayed at the top of the front page.
  • Seasonally-relevant, informative articles will be directly accessible from the front page.

Changes to the Property Search

  • Property data on our old website was updated in batches, once per week. With the new site, we're perpetually-updating property data.
  • The ability to search across the current-year's data and historical data.
  • Our new Property Search provides 10 additional fields and several new filters, allowing complex searches across multiple fields to help narrow down your search results.
  • The new Property Search has an Export to Spreadsheet feature that allows you to generate an Excel spreadsheet (Excel 2007/2010 format) of your search's results.

Changes to the Interactive Maps

  • Additional layer availability.
  • Toggle-able aerials imagery.
  • Improved symbology.
  • Regularly-updated feature data.

How will damage from December 26th tornados affect my 2016 property tax appraisals?

Collin CAD appraisers have completed their inspections of properties damaged by the tornados. By law, our annual appraisal is based on the value of property as of January 1st. Any repairs or reconstruction after the January 1, 2016 appraisal date will not be included in our appraisals until 2017.

We will mail every property owner in Collin County a Notice of Appraised Value around May 1st. Please review the 2016 appraisal information in that notice to verify that we properly recognized losses in value caused by storm damages

2016 Certified Values are available

The Chief Appraiser has certified the 2016 appraisal roll. You can now find most properties’ 2016 values using our Property Search. (Click here to search through our 2016 records or find a property in the 2017 records and review its Value History.)

Many of our downloads now contain 2016 value data, including our Database Export and several of our reports: Certified Totals, Certified Value Summaries, and Top Taxpayer Report.

2018 Low Income Housing Apartment Capitalization Rate: 9%

Property Tax Protest Filing Deadline Changes for 2018

Due to passage of HB 2228 during the 2017 Texas Legislature, changes were made to the property tax protest filing deadline; the statutory protest deadline was changed to May 15, or 30 days after the delivery of the Notice of Appraised Value, whichever is later.

Notices of Appraised Value for all Real Property will be mailed on April 13, 2018. The Protest Deadline for all Real Property, based on the April 13th mailing date, will be May 15, 2018. The Protest Deadline will be stated in each Notice of Appraised Value.

Notices of Appraised Value for BPP will be split into two mailings. Mailings are scheduled for May 9, 2018 and June 1, 2018. Since every taxable BPP account will be mailed a Notice of Appraised Value, and the minimum protest period of 30 days is later than the May 15th statutory deadline, the protest deadline for a BPP account will be 30 days after the date we mail (deliver) the Notice of Appraised Value. The Protest deadline will be stated in each Notice of Appraised Value.

2020 Low Income Housing Apartment Capitalization Rate: 9%

Circuit Breaker Limitation on Non-Resident Homestead Property Value Increases

Effective January 1st, 2024, Tax Code Section 23.231 sets a limit on the amount of annual increase to the appraised value of real property other than a residence homestead. For more information, click here.

Homestead Exemption Audit- Senate Bill (SB) 1801

During the 88th regular session, the Texas legislature passed Senate Bill (SB) 1801, effective September 1, 2023, which requires the Collin Central Appraisal District develop a program for periodic review of each residence homestead granted under Texas Property Tax Code Section 11.13. The bill requires the Chief Appraiser verify each residence homestead at least every 5-years to confirm the recipient of the exemptions still qualify. For more information Click here.
